The Eligibility and Characterization Committee, which operates under the Special Education Law, is a significant hub for thinking, professional discussion, and decision-making regarding the student's functioning, needs, and required responses.

The Committee's discussion is based on listening to the student and their parents, as well as the educational and care teams who know them, while engaging in a joint dialogue to examine the different perspectives that arise during the discussion.

When and how to apply?

Referral of a student in regular education to an Eligibility and Characterization Committee will only be made after the educational and care framework has exhausted all the educational interventions available to it (in accordance with the decision of the Integration Committee).

The referral to the Eligibility and Characterization Committee can be made by the educational framework, a parent, or any professional who believes that the child should be referred to special education. According to the Director General's circular, submitting an application to the Committee requires submitting a referral questionnaire and acceptable, up-to-date documents. The applicant is responsible for submitting the documents to the Eligibility and Characterization Committee on the Ministry of Education portal.

Parents of children who are about to enter the municipal education system for the first time (age 3) should submit their application directly to the Special Education Department.

Applications must be submitted by March 31 of each calendar year.

Appeals Committee

If you disagree with the Eligibility and Characterization Committee's decision regarding your child, you may appeal to the Appeals Committee at the Ministry of Education in Tel Aviv. The appeal is regarding the type of eligibility determined by the Eligibility and Characterization Committee and appears in the Eligibility and Characterization Committee's decision document that you received from the authority.
