The Individual and Family Department is divided into two regional departments. Each department is headed by a department manager and a team of family workers.
The department provides initial services to all residents who contact the division and coordinates family care.
The staff refers families to care programs within and outside the division.

The Parent-Child Center provides integrated treatment for families with children ages 13-5 who have emotional or behavioral issues that have developed or are feared to develop. The therapeutic work emphasizes improving relationships and parental functioning while providing parents with alternative ways of caring for and relating to their children that will help them develop normally. The Center is furnished like a home with important domestic functions: a kitchen, dining area, children's room, play area, living room, and art therapy room. The Center serves as a “model” for families. The intervention techniques focus on improving the functional skills of parents, children, and other family members. Treatment is integrated: individual, dyadic, and group, with the option of combining them. Target audience: The program is designed for families with children aged 5-13. The program will provide a response to children with difficulties who need emotional treatment in its various aspects. The treatment program will include a series of meetings to be determined by the admissions committee of professionals. The focus of the program is on treating the child. Parental guidance will be provided once every four meetings. The treatments are carried out at the “Ruach Adam” Center in Lod. The child will receive treatment once a week, and parental guidance will be provided once a month. Target audience: Children aged 6-13 with emotional or behavioral problems who suffer from unmet needs and whose normal development is at risk, and who are not receiving treatment in any other program. “Pathways to Parenting,” “Primary Program,” “Children and Parents” Center. A home club is a complementary educational-therapeutic framework after kindergarten hours for children aged 3-6. The goal of the clubs is to promote the emotional, behavioral, educational, and social well-being of the child and to improve the relationship between the child and his or her parents while strengthening parental functioning. The clubs operate in the club coordinator's home in a warm setting of up to 5 children per club and provide for all the children's needs until the evening hours. Target audience - The clubs are suitable for children aged 3-6 who live with their families and whose parents have difficulty providing for their various needs. The after-school club is a complimentary educational-therapeutic framework after school hours for children in grades 1-4. The goal of the after-school clubs is to promote the child's emotional, behavioral, educational, and social well-being and to improve the relationship between the child and his or her parents while strengthening parental functioning. The clubs offer a variety of social and enrichment activities, sports, homework help, cultivation of learning habits, habits of order and cleanliness, and other basic life skills. The clubs operate in a public building in groups of up to 15 children, immediately after school until the evening hours. The club staff includes a club coordinator, a counselor, and a social worker. The clubs operate five days a week and also provide the children with a hot meal. Target audience - The clubs are suitable for children aged 6-10 who live with their families and whose parents have difficulty meeting their various needs. How to apply: Applications can also be made through the school counselor. The Meital Center is a treatment center for minors who are victims of sexual assault. The Center provides emotional care to children and adolescents who have been sexually abused, together with their parents, in order to help them cope with the abuse and its consequences. The Otzma Center in Lod was established with the aim of improving the economic, employment, and social welfare of individuals and families living in poverty and exclusion, so that everyone, according to their needs, can improve their quality of life and participate in social processes in the community. The program includes personal and group support for participants, tailored to their individual needs. Those who apply to the program must be motivated to work to change their economic situation. The “Breathing Easy” program is a subsidiary program of the Otzma Center that aims to improve the situation of families living in persistent poverty and exclusion in various areas of life while creating social mobility. The program assigns a personal social worker, a family financial advisor, and a basket of solutions available to the family in a process that lasts about two years. The program addresses all aspects of family life, from economic issues related to employment, education, exercising rights, and wise financial management, to individual processes that the family undergoes, to health, education, and leisure. Families are committed to taking action and undergoing financial rehabilitation, in accordance with a program designed specifically for them. Families meet once a week with their family counselor throughout the program. Target audience: The program is suitable for families with three children, where the parents are under the age of 50 and have the ability and motivation to change. Applicants must pass an acceptance committee test. Exceptions may be considered with committee approval. The purpose of the department is to provide support for young people aged 13-25 by a professional team of social workers. Services are provided to young people who are experiencing difficulties, challenges, and various struggles in their lives, with the aim of empowering and strengthening them. Nozatz Department - Young Men and Women
The Maatefet Girls program is a therapeutic program that places the girl and her family at the center of the intervention, with the aim of helping the girl and her family cope with life's challenges. Target audience – girls aged 13-18 who are at risk, facing many difficulties in various areas of life and in need of intensive support to change their reality. Each girl is given a “personalized tailored suit” as a creative and unique response to her and her family. The program is run in full cooperation with the family and the treatment team, which includes social services, education, and other agencies. The program takes place in the girl's home and sets desired outcomes and ways to achieve them. It tailors its responses to the girls and their families with sensitivity and creativity. The Warm Home provides therapeutic, group, and individual enrichment and social services for girls, operating twice a week from 1:30 p.m. to 6:30 p.m. in Ganei Aviv. The content of the various activities is very diverse and deals with, among other things, the characteristics of adolescence, gender, relationships, sexuality, friendship, violence, and more. In addition, the girls receive a hot lunch at the house and enjoy a variety of workshops, clubs, and enrichment activities. Target audience: girls aged 13-17. Marhav HaLev is intended for young women aged 15 to 25 who are defined as being at risk. The center operates in a villa in the Benei Beitcha neighborhood of the city and is open every day in the afternoon and evening. At the Center, young women can receive a hot meal, shower, laundry service, a pleasant place to stay, various workshops, and conversations with professionals and volunteers. The center's goals are to be a welcoming, protective, and enabling place for young women. To be a support system for them that they cannot find elsewhere. The center provides young women with interpersonal connections and assistance in dealing with bureaucratic institutions. Target audience: Young women aged 15-25 from the city of Lod who are unmarried and at high risk. Contact information: Marhav HaLev: 052-4470734 Street Mobile Units operated by Elem provide immediate responses in the field to adolescents in situations of risk, distress, and disconnection: The “Elem Street Address” team meets with young people on the street and establishes contact with them, with the aim of providing them with access to appropriate services and treatment, in order to return them to a normal, supportive life. The “Elem Street Address” mobile units serve as a base for personal encounters with young people. The units feature an intimate seating area, hot drinks, light refreshments, a telephone, information sheets, and more. The mobile unit team consists of professionals and volunteers who provide assistance to young people in a warm and open encounter. A club for children aged 11-14 who need emotional and social support in the afternoons. The program operates in the Ramat Eshkol neighborhood three times a week. The program includes a team of social workers, counselors, and volunteers. The club provides emotional, social, and physical support. At the club, children receive a hot meal, workshops, enrichment activities, and emotional support. The Center is located in the Ramat Eshkol neighborhood at 6 Halali Agadir Street, Lod, and serves as a warm home for teenagers. The Youth Center is not part of the welfare programs and is accessible directly, without going through the department's employees. Every teenager who joins the program will be accompanied by a professional team and will have a personalized program created for them. The Center's activities include: a computer room, sports clubs, learning centers, hot meals, trips and workshops, building ongoing relationships with schools, fun days, and more. The Youth Center is open five days a week from 1:00 p.m. to 7:00 p.m. Target audience: Boys aged 6–15 who need afternoon care and are able to integrate into a group. The integration of boys must be done with the knowledge and consent of their parents. How to contact us: Youth Center director by phone: 052-6871754 The Yated Program, the national program for the advancement of at-risk youth, aims to help young people realize their rights, meet their needs, develop personally, and integrate appropriately into society and the community, while achieving a secure future on a personal, family, and employment level. The program will work to promote young people in four key areas: education, employment and skills, physical well-being, health and safety, emotional well-being and welfare, and family and social belonging. The program operates through four components of intervention: a basket of responses at the youth level, professional accompaniment for the youth, and a professional framework. “Space for Promoting Employment” is a program for young people who have not been in work or education in recent years, with the aim of accompanying each young man and woman in a personal process of finding a job that suits them, building a plan for the future, mapping employment tendencies, and providing tools for perseverance and optimal integration into work. The program is designed for single young people aged 18-25 who lack professional skills and have difficulty integrating into education and training. The “For Me” program is designed for young men and women at risk, aged 18-27, who need guidance and support, while strengthening and realizing their potential and integrating them into society, within the framework of the Lod Youth Center. The social worker accompanies the young person in the areas of education and employment, as well as social involvement and work in the family context. The Nitzotz program is designed to prepare and accompany soldiers at risk for meaningful service and optimal integration into society. The program offers a tailored and comprehensive response to young people from the pre-service stage to the range of needs and challenges in civilian life and military service (such as housing, education, exercising rights, relations with commanders, service conditions, and more). As part of the program, young candidates are identified, and a personalized, multi-system plan is developed for soldiers at risk, while providing support to the young person and their family. The program also involves cooperation with IDF commanders and contact with the staff accompanying the soldier. The Maatefet Program is a therapeutic program that places the young person's family at the center of the intervention, with the aim of enabling young people at the end of the risk continuum to achieve age-appropriate goals in four areas of life: employment, education and skills, welfare and emotional health, housing security, and belonging to a family and community. Target audience: Young people aged 18-25 who are at risk, facing many difficulties in various areas of life, and in need of intensive support to change their reality. The program is operated in full cooperation with the family and the treatment team. The program sets desired outcomes and the means to achieve them. It tailors its responses to young people and their families. The Couples and Family Therapy Center provides universal service to all city residents, regardless of economic status. The center aims to address the difficulties that arise in the lives of couples and families at different stages of life. Treatment at the center is individual, couples, and family-based. Social workers operate in accordance with the law on legal proceedings, based on orders from family courts, rabbinical courts, and Sharia courts, to submit opinions and recommendations on issues of parenting and the welfare of minors whose parents are in the process of divorce, ensuring the welfare of wards and vulnerable individuals who need a guardian, and more. The court proceedings team is responsible for operating a contact center. The Center is used for meetings between parents and children in cases where protected meetings are necessary, for the purpose of assisting in renewing, building, and maintaining parent-child relationships, and in other cases where professionals believe that supervision of meetings between parents and children is necessary. The Center provides professional assistance to women, men, and children who are dealing with domestic violence, with an emphasis on intimate partner violence and its consequences. Domestic violence is defined as the use of physical, sexual, verbal, psychological, or economic force by one family member against another. The services provided by the center include individual and group therapy, counseling and support services, developing emergency protection plans, providing information about rights, mediation, and referral to legal counsel and other community resources. The center also provides professional counseling to professionals. In addition, the center promotes awareness and prevention programs in the community with the aim of increasing community resilience and reducing the phenomenon of domestic violence. The goals of the service are to stop the abuse, process the trauma, and strengthen and rehabilitate the self. Treatment at the Center for the Prevention of Violence involves a nominal fee. In emergency situations, outside of the Welfare Department's hours of operation, you can contact the 24-hour hotline at 106 or the police station. The Center operates a sexual trauma treatment unit that provides treatment for women aged 18 and over who were abused as children or adults, either within or outside the family. Treatment at the unit is free of charge. The Addiction Treatment Unit provides unique treatment for women, men, adolescents, and young adults who are struggling with addiction, as well as their families. The unit's goal is to support and assist in improving the quality of life and personal, family, and social functioning of patients struggling with addiction. The unit provides treatment for all types of addiction, including substance addiction (drugs and alcohol) and behavioral addiction (gambling, screen addiction, sex addiction, and shopping addiction). Treatment is provided to addicts who have not yet recovered, to clean addicts, and to family members of addicts. The unit is the place to go for anyone who has any connection to the world of addiction. The unit aims to provide specialized treatment for women, taking into account their unique needs, as well as specialized treatment for men, taking into account their different needs. In light of this, the unit operates a “METRA Project for Women” and a “METRA Project for Men (initial treatment and diagnosis center), which provides seven hours of treatment per week for each patient participating in the project: Two groups per week – a dynamic group and a topic-based group, urine tests, and individual conversations in the unit's treatment space. The project creates a complete separation between the treatment of men and the treatment of women. Treatment is provided through counseling, referrals for medical tests, therapeutic conversations, therapeutic groups, urine tests, social bonding activities, and unique workshops. Treatment at the unit includes diagnosis, assessment, and the development of individual treatment plans, in cooperation with various entities: probation services, community courts, social workers in geographical teams, mental health services, and more. The unit also provides services to released prisoners through coordinators from the Prisoner Rehabilitation Authority.
